Does fault or blame exist merely because a person is unlucky enough to be in the wrong place at the wrong time?

If being in the wrong place at the wrong time were to be blamed on luck, then I would say that luck is a double-edged sword. On one hand, it can provide us with good fortune and a moment of serendipity. On the other hand, it can lead to unfortunate circumstances and unexpected consequences. So, does fault or blame exist merely because a person is unlucky enough to be in the wrong place at the wrong time? I'm not so sure. I think it depends on the situation. For example, if one is walking in a dark alley late at night, then one should expect to be in the wrong place at the wrong time. In that case, I would say that fault or blame does exist. However, if one finds themselves in the wrong place at the wrong time due to circumstances beyond their control, then I would say that no fault or blame should be attributed. In conclusion, I would say that fault or blame does not exist merely because a person is unlucky enough to be in the wrong place at the wrong time.
